What Is a CAT Rating? IEC 61010 Safety Categories Explained

Understand CAT I through CAT IV safety ratings on multimeters and clamp meters, why they matter more than voltage rating, and how to choose the right one.

The CAT rating printed on a multimeter, clamp meter, or test lead is a safety classification defined by IEC 61010 — it tells you where in an electrical installation the instrument is safe to use, based on the energy available at that point during a transient overvoltage event. Using an instrument with the wrong CAT rating for its environment is one of the most common and most dangerous mistakes in electrical measurement work. This guide explains what the categories actually mean and how to apply them.

Why CAT Ratings Exist

A fault or lightning strike anywhere on the electrical grid can cause a brief, very high-energy voltage transient that propagates through the wiring. How large that transient can get, and how much energy it carries, depends entirely on how close the measurement point is to the utility source — closer to the source means lower source impedance, which means a transient can deliver dramatically more destructive energy into a test instrument. CAT ratings classify locations by this transient energy risk, not by the instrument's steady-state voltage rating.

Voltage rating and CAT rating are not the same thing

A meter rated "1000 V" is not automatically safe in a high-energy environment. A CAT II 1000 V meter is rated for higher steady-state voltage but lower transient energy than a CAT III 600 V meter — and using the CAT II meter at a distribution board can be genuinely more dangerous than using the CAT III meter, despite its higher voltage number. Always check the CAT category first, voltage second.

The Four CAT Categories

CAT I Electronic circuits protected by design (signal-level, low-energy) — not mains-connected equipment
CAT II Single-phase outlets and equipment plugged into a wall socket — domestic appliances, portable tools
CAT III Fixed installation wiring — distribution boards, feeders, motor control panels, permanently wired equipment
CAT IV The origin of the installation — utility service entrance, main incoming supply, overhead/underground service lines

Each category is also paired with a voltage figure — for example CAT III 600 V — and a higher CAT category at a given voltage always represents a more demanding rating. A CAT IV 600 V meter is rated for a more severe transient environment than a CAT III 600 V meter, even though the steady-state voltage number is identical.

Choosing the Right CAT Rating for Your Work

  • Domestic and light commercial electrical work: CAT III 300 V is generally the practical minimum for anyone working on distribution boards, not just plug-in equipment.
  • Industrial maintenance electricians: CAT III 600 V is the standard baseline; CAT IV 600 V is preferred if there is any chance of working near the service entrance or main incoming supply.
  • Utility and service-entrance work: CAT IV is mandatory — this is the highest-energy environment defined by the standard.

The Rating Applies to the Whole Measurement Chain

A meter's CAT rating is only as good as the test leads connected to it. Using CAT II-rated leads with a CAT III meter reduces the effective safety of the whole measurement to the lowest-rated component in the chain. Always check that test leads, probes, and any clamp accessories carry a CAT rating equal to or higher than the meter itself, and inspect leads regularly for cracked insulation — a common and easily overlooked safety failure.
